Opening/Chair: As we were at the NSCC campus and not our regular venue, a few things were changed. The pizza and sub lunch was provided by the NSCC courtesy of the Principal Lech. Thank you. In lieu of paying for lunch, club members had the option of making a donation to the Rotary Foundation. There was a total of $351 from 22 donors collected and sent to the RI Foundation Annual Fund. Thank you.
Larry Beazley was the chair for the day. He asked Ed MacDonald to lead the group in the singing of O Canada. Most members forgot to put in the new words. This was followed by the moment of personal reflection.
Visitors/Guests: Rob Simonds, the CAO for Colchester County was the guest of Rotarian Mayor Christine Blair.
Christine has been a Rotarian from 23 years and is past president of the Club. She has been mayor since October 2016 but has been involved with Municipal Politics since 1992, serving 14 years with the Village of Bible Hill and 13 years with the County as councillor.
She has worked in both the private and public sectors and has enjoyed her time with both.
Christine described the scope of operations for the county. With a $29M budget, the county is a well run organization. She was proud of the fact that the county had exceeded the average growth rate for other municipalities in the province and yet has one the lowest tax rates being 14 cents lower the average.
With 48% of expenditures being on mandated items like schools and policing, there was not a lot of room for extravagance, however because of the efforts of a very professional and dedicate staff and council, and, the overarching spirit of cooperation with partners such as the Town of Truro, Millbrook First Nation and the Town of Stewiacke, the county was able to move forward on some great economic development and infrastructure projects.
In particular the following initiative were highlighted:
The Debert Airport and industrial Park was in a growth phase. The airport itself has recently had updates to the runway and navigation systems. Jet fuel was now available.
There is a new interpretive mesumen in the planing phase to highlight the 13,000 year old archaeology of the Debert area.
A new master plan is in place for the development of a significant tourism center at the old Palliser site along the river. With a 5-6 year build time and a potential cost of over $20M, it would be build on a partnership basis with all levels of Government and the private sector. In the end it will be a significant tourist destination with spinoffs all over the central region.
There are discussions on going for a Waste to Energy conversion project for Kemptown. With over 20 years of leadership experience in the waste sector, the county was exploring the use of gasification technology to generate electricity from the waste stream.
The RECC center has had its second year of operation in the black and is developing into a draw for people to the area with all the attendant economic spinoffs. The partnerships for continued operation and development of the site would be ongoing.
The partnerships with the Department of Agriculture and Fisheries along with Dal AC are continuing to make the area attractive for the development of a healthy bio resource industry.
Rotarian Brian Matthews thanked Christine for her informative talk. We are fortunate to have her as a member of our Club and to have such good cooperation between our municipal levels of Government. It is positive for our community.
Member Health: Everyone is reported as healthy.
